PDFBee is a full PDF toolkit for mobile: a fast reader plus the operations people actually need on the go — merge, split, reorder and rotate pages, convert images to PDF, compress, and share the result. All processing happens on device.

PDF is a page description format rather than a document format, which is why manipulating one is harder than the operations sound. Merging is comparatively clean — pages are appended and the cross-reference table rebuilt — while splitting has to carry forward the resources each page depends on, since fonts and images live in shared objects rather than on the page.

Doing it on-device is a memory question. A large PDF cannot be held in RAM on a phone alongside its output, so the work has to stream. The benefit is that documents people want to merge are frequently contracts and records they would rather not upload anywhere.
