Test numbers work because Luhn is arithmetic, not a lookup. A generated number satisfies the checksum, so it passes client-side validation and reaches the code you actually want to exercise — the error handling, the retry, the state your form ends up in when the payment fails.

These are for your own validation logic and nothing else. Payment processors publish their own sandbox numbers that trigger specific outcomes like a decline or an expired card, and those are what you use against a real gateway. A number that merely passes Luhn will simply be rejected as unknown.
